Guys with laptops/cameras in cars 24hours a day dobbing in hoons

Don't know if this is true but I was told that there are some computer nerd guys that have rigged there cars up with 24 hour cameras conencted to laptops and are dobbing in every "hoon" they get on video.
I wonder how long it takes before people get there rego numbers? rofl

Anyone know if this is true or if it was on the news or something?
