Being under ground would make more difference than having them on the surface and having them in the sea on the ocean floor off the coast of Japan exactly where the plates move would be a massive no no.
Atleast if them are under ground you could possibly flood it with circulating water to keep it kool, yes concrete can leak but it would also help stop massive amounts of leakage to a certain degree. I see they've upgraded the earthquake to 9.0 now, fark!!! Anyone got any update on the Volcano at all? I'm basically watching the Japanese news and ABC 24 all day as I'm laid up again but haven't seen anything about it.
