When a vehicle runs lean at the top of the rev range, larger injectors are needed. A tuner will never do a tune for a driver to run at the top of the rev range, but tune a vehicle to allow the driver to run at the top of the torque curve.

As mentioned, rpm is just one derivative of torque.
