Just want to have the smart community services hooked up
so just tv, internet and extra phone lines on the same faceplate
put in most rooms, so just very basic.

ok. we need to make sure that we have all of the services coming from the street in the ground before the landscaping gets done. after that, its pretty easy to get everything after the house is complete. as you have already pointed out, a wall box and conduit will be needed on all services on internal walls.

I moved into the Kelvin Grove Urban Village in QLD, and they have me backed into a corner.

Because the estate is wired up to some Pivit fibre network they are my only choice for internet and it is expensive as fark :\. Would much rather get IINet Nakid but it looks like I can't. Crap crap crap I tells ya.

If your going to run lines around the house kym Run Cat 5 , and put a Central splitter in and put two point (same wall plate) in your location for modem adsl
which one plug will be for your modem and one for phone.

You sorted alarm out yet ?
