So if I purchase a product from your business, lets say something easy to install like a boost gauge and it is "dead on arrival", you are stating that unless I have had it installed at a workshop that is licensed by the Department of Commerce to install boost gauges (does such a thing even exist) you will not accept return of that product?

I think it sounds pretty self explainatory and "normal" to me.
If you buy something, and your neighbour tommo busts it when installing it for you, you will not get a refund.

He's not actually.

Mao has stated that he has done that previously and therefore there are new rules. I am pointing out that he needs to re-word or re-think what has been written, as denying warranty on a faulty product due to the installer not being on some Dept of Commerce list is not quite legal.

Making the example simpler, if I purchased a ARC Titanium Pulley cover and went home to install it myself but found out I had been supplied the incorrect model in the wrong box or it was faulty with the bolt holes in the wrong spot. Denying a return based on the fact I didn't get an authorised workshop to undo a couple of bolts would provide an interesting discussion with the department of commerce.

Now, if I bought it, drilled some holes in it and only returned half... Yes that's plain rude and gets denied.

But, point 1 has nothing to do with point 2. They are seperate items.

I know what mao wants to have written, but currently it is wrong.

Maybe I've just been reading contract too long today

FYI: dealers won't accept any electrical item that has been fitted as a credit return & if it has failed once fitted, standard operating proceedure is to have it inspected by someone qualified to do so.
