Ye mate it's bullshit. 100$ fine and he said he's gonna put my car on the pigs system so if I get caught again it goes to court.

Threat without recourse,

makes you think you are on the system - won't "mod" your car..

You are in fact, not on the system..

Bluff?

The amount of paperwork they'd need to do just to put you in the system for hid's would not be worth it unless you were a complete and utter tool to them.

If you get pulled over lots and are regularly suspected of hoon activity yes then you will be put in the system. Like Brett said a bluff, just scare tactics.

Just carry around physical copies of all the ADR's that are questionable with relation to your car, re-iterate to the police that 'Officer, I know it's not in your responsibility nor jurisdiction to judge whether these modifications on my vehicle are roadworthy or conforming to the Australian Design Rules - you merely have to suspect something to be non-conforming, which will then be clarified by the inspector at a later date. If you would be kind enough to read through these with me prior to giving me a sticker, perhaps it will provide some insight, and avoid wasting both your and my time - and my money.'

This has worked for me on a number of occasions. If you have a sense of what you're talking about and you bust out the ADR's from a folder you have prepared earlier, it has caught a few police out (whom have attempted to sticker me), and they end up looking like complete idiots. Quite often they have no idea what they're talking about, and if you show them up enough - they usually back down and become embarassed provided they haven't filled out any paperwork. That said; some of them are that egotistical and power hungry you're not going to have any luck, but I always try it when they drop the 'pop your bonnet for us mate'.

It's common sense, I don't think it's stipulated anywhere. A police officer doesn't have the formal qualification nor skillset to govern whether something is conforming or non-conforming to an ADR, they just have to suspect it. The pits clarify it.
