I have the exact same problem in an 06 except I havent noticed any difference on hills but I will keep an eye out for it.

I wouldn't run it dry of fuel, not fantastic for your engine and the fuel pump may suck up crap in the bottom of the fuel tank.

Guess where the sock filter sits?...On the bottom of the tank.
