Pulling the actuator off will require u to remove a "spring washer" below the actuator arm after the few 8mm bolts are removed (3-4 from memory).

If the actuator arm can be easily pulled out from the hole from the wastegate flap, this means that the spring washer has popped out and there's nothing securing it to the hole on the wastegate flap. Hence only running 6psi or so and making your car an "NA" RX.
