That would be the parcel shelf mounted 3rd brake light wiring plug.

So its the wiring for the 3rd brake light even though they dont come on the wrx? If so does that mean that its ready to go so i could easily hook up a 3rd brake light off a GX? Im looking to get rid of the original spoiler and get a bobtail spoiler.

Yes, you'll have to hack up your parcel shelf a little (or get a GX one with the hole already cut for the brake light) but it is just plug & play.
