Just off the PFC.
If I wanted to go higher than 17psi, would need a boost controller

If just chasing a little extra poke, then if i was slapping on a VF28 I would do as what you have said TJ with a second hand STI ECU.

I wouldn't go bolting a VF48 to a stock 12-13 year old WRX with stock ECU and everything else and go ahhhh she'll be right. No point being stingey on a daily driver if you want it to be reliable.

ps: would rather spend less than a grand on a Power-FC, than $2500 on VIPEC or 4k on MOTEC unless you want it to be a track monster.

Yeah im certainly not suggesting throwing on a turbo of that size on a stock ecu either.

But a 28 on a sti ecu would be fine as long as the car has been maintained.

Why not?

GC8 STi computer will do 90% of the PowerFC for a lightly tuned vehicle. And as mentioned will retain the factory feel for cold starts etc.

Then you have the issue of who is tuning your aftermarket ecu. More chance of popping a motor with a bad tune running the car super lean for moar powah.

Plenty of GC's running around with VF series turbo and STi computer. It works fine and will suit most people's wants. VF48 from a 2.5L might be pushing the boundaries, but a VF28 or VF34 will not be an issue at all.

I'm assuming that if you swap out your ECU for anything, you will have to get an aftermarket immobiliser. Otherwise, say bye to insurance?
