Default Boost peaks at 5psi???? Has turbo died?

Hi techheads. Boost in my car has suddenly started maxing out at around 5psi. Simply no more boost can be produced for some reason.

Things we have checked.

1. Wastegate is closed (no scream can be heard) and not leaking air. Even tried disconnected boost controller and setting the wastegate to closed manually.
2. Car idles fine and low speed driving is almost as good as normal.
3. All hoses in the engine bay are connected.
4. All intercooler pipes are on and connected and no hissing sounds can be heard at idle.

Symptoms:
1. Car builds boost really slowly and peaks at around 4-5psi max even when revving to 7000.
2. Car revs smoothly but simply has no boost at all.
3. At very low revs when doing <30kph or just cruising along car feels fine but lacks grunt as soon as u try to give it some throttle. over 3000.

I think that the turbo might have spat the blades out the exhaust and now cannot build boost because it has only a few blades left??? Is there anything else that might cause the car to behave fairly normal when cruising and then struggle to make boost up top???

Ummm the internal gate was welded in a full circle from end to end right around.. I doubt thats broken off.....

Car is getting checked on monday but I wanted to see if anyone had any suggestions of things that might cause this sort of problem that I had not thought of.

Will have a look at the intercooler tonight. Any good ways to check for leaks Tuna?

besides filling stuff with water and looking for puddles... not really, just slow inspection of every joiner and flange

Simon, whilst you have this boost problem....get onto the fwy and do 100km/h.

Let us know what the RPM is.

Thanks
