She can hold duel residency and citizenship. There is a big difference between the two and I think there is some confusion over her status in Australia...if she was born here and spent most of her life here before joining the RN I assume she is a citizen and not a resident.
If she is a citizen I think she only has to return once every 5 years (or maybe 10) to keep her citizenship.
If she is just a resident she can come and go as she pleases for the first 5 years but after that she would have to get a new 'returning resident visa'.

I think the police officer took a very black and white view of the situation, she is a citizen / resident so therefore should have a WA license but she has not been given the grace period to get one. It looks like he also ignored her UK license and just went on her expired learners permit....she is bloody lucky she has not been done for driving without a license!

On a matter of principle I would consult with a lawyer and take it to court but go in with eyes wide open. As I understand it once its in court it is out of the hands of the road authorities and there is no option to change your mind and go back to paying the fine, the courts can hand down a higher punishment or fine.

All you need is British grandparents or parents to hold a British passport, then you can have both passports and stay as long as you want in either country.

a grandparent will get you a passport if you are born pre 1983, if after that then it has to be your parent... however if you have a grandparent you can get a visa which will last 4 years and allow you to extend your stay 1 year at the end then apply for residency and passport...
