Ahmen brother!

I can pretty much guarantee that strip footing doesn't have any reo in it as it wouldn't have cracked and differentially settled like that

very rarely would i draw up a footing that has no reo in it, most strip footings (even for a single leaf wall with engaged piers which is waht your garage will be) will have a layer in the bottom of trench mesh
Come to think of it where is the reo for his attached piers. Isnt it every 3.0 meters unless they are going to dynabolt it in.

yeh what chris said....

there should be a 'standard details' sheet / section of the plans.
looks for the one for strip footings.... if is shows one with reo in it.. then the builder has done the dodgy and cut costs....

the piers don't technically need a re-bar in them as its not a free standing screen wall (it will be tied to the roof at the top)

Agreed. No way it would move that much all by itself.

Good luck with it mate.
Footing do look epic fail. There should be a detail somewhere but best guess is that it should be at least 200mm. Reo is just cheap insurance.

Ask your supervisor to come down with the penetrometer. My guess is that he does not have access to one and even if he did he woul not know how to use it.

I would be tempted to go and hire one and test it yourself before he comes down. They are very easy to use and will really put the wind up the builder if it is wrong. I have one you could borrow but I am up in Port Hedland for the next month......
