Default Aircon for new townhouses?

I have to make a decision on aircon for 3x 4x2 townhouses.
The bedrooms are all upstairs , kitchen and living areas downstairs.

My options are:
1. Let the builder do it - been quoted $15K per house for a Daikin 8 outlet ducted reverse cycle. This includes a builder's markup

2. Get the aircon done after the houses are built , but this means I can't get ducting to the ground floor but will be cheaper since there is no builder's markup.

for option 2 I could get ducted upstairs and do splits for downstairs. Or do splits for all the rooms.

thoughts?

The fully ducted option even tho more is definitely a selling point . Its more efficient and seamless as well
