Maybe you need to consider changing banks. I'm with HSBC who use Westpac ATMs too. I've never had to pay a cent because I am always near a free-to-use ATM.
Sadly this is the truth for the whole of Australia. Some other countries have invested in smart chip 'cash' cards linked to your bank account for auto-top ups and usable for buses, trains, taxis, parking meters and small convenience stores. Queensland introduced the GO card and even visited countries in Asia where this technology is used but ended up with a card that is limited to buses and trains with no bank a/c link.
