Actually this point has merit.
The Chinese have been reserving and stockpiling their resources for a rainy day and have been procuring a lot of their raw materials from other sources.

I don't see anything wrong with this at all, in fact I would love to see our own government think about the resource/energy security of this country.
No point having all of the resources in the world beneath the dirt on which you stand, when you won't be able to use a lot of it locally.
