Just a quick question about tuning. If I got a PowerFC + hand controller for my 95 WRX, would the car still run without a tune?

Would the powerFC run just like my stock ECU except I could tune it a bit via the hand control?

No, you need a tune on it to work.

Ques:
Why do I get a mental picture of a truck crashed outside the Islamabad Marriot whilst thinking of a standard EJ205 running 24 psi with any ECU? That's 1.66 bar or 24psi. Having run 1.3bar or 18.85psi for some time it's only fair to explain to the kids at home firstly not to attempt this without supervision. Secondly anyone running this would have some extra feature dialed in. Tapered boost of course with gear dependent boost tables another. I know Verso and Motec are capable of this. Pitty I never set mine up before I cracked a ring land... TD04's rock.

Indeed they do rock! So underrated

I know of someone running a lot more than 1.6 bar in a EJ205 for a very long time now

But you do need a lot of supporting mods and be willing to accept a handgrenade...

Ad a computer and a bunch of graphs and all of a sudden - I canna give her any more Captain, she's gonna blow.

funny, but ya fail to mention that a 454 big block using 30-40L/100 would struggle to make the 206 kw that a 2500cc 4 pot makes today using 10L/100. no matter how hard you twisted that dizzy.
