Not quite... but the vast majority of vehicle owners would believe that. Like I mentioned before, there is an accountability factor and it would reflect very poorly if the sticker was completely unsubstantiated (as in your example above), also causing an unnecessary inspection fee/time off/fuel cost etc to the vehicle owner. Cops don't like "yellow peril" files (please-explain files) which land on their desk.

A reasonable suspicion that there was something wrong with the vehicle, especially something dangerous, based upon demonstrable evidence would be another matter entirely.

Unlike eg: infringement notices, yellow work orders can be cancelled and withdrawn (by an authorised person, such as the issuing officer, or his senior officer after review, or by an authorised vehicle inspector) as they are not an auditable file. It is related to, but independent from any complaint file that may have ensued.

I have seen them cancelled same/next day quite a few times.
