Default Reducing turbo lag

What sort of modifications (short of getting a smaller turbo) can one do to reduce the turbo lag on a 03 WRX? I just noticed that alot of modern cars have maximum torque at very low rpm's and was thinking if it's possible to achieve that with the WRX.

Also, if the above is achieved (say I do manage to get maximum torque at 2k rpm), what is the effect on fuel consumption? I'll only imagine it will skyrocket upwards
