I have had a quick look through the above and forgive my stupidity but am I right in saying that if you have basic mods, and I guess most of us have, like turbo, coil overs, replacement rotors, exhaust & other suspension additions like sway bars, roll center kits, strut bars etc. etc etc. That legally you need to get engineers certs for all these mods

Yes.

But like most mods they can be hard to spot if your an average joe.
Lets be honest TD04 vs VF34, easy to us, hard for a cop (GT35, bit more easy)

Strut brace, sway bars, etc: if its an STI item then you can say it was an optional extra offered on that model because SUBARU sold STI's with strut bracing, etc from the factory.

So, hypothetically speaking of course, with most of the things fitted above how hard, expensive and time consuming will it be to get those things certified and passed??

MOST bracing: you can get passed (aslong as it doesn't affect the vehicles crumple zones, passanger entry/exit, safety in general).

Turbo: wouldn't not bother unless its high/angle mounted and has rerouted intake pipe.

NOT OVERLY HARD, unless you get a smart prick, who wants to enforce it to the letter!

I guess the other concern would be that you could be turned down by insurance if you didnt have any certs for the mods??

Is that right?

Only if you wrote it off and they had to inspect it for pre-existing damage causiing the accident, but for cosmetic and minor damage I would think you would be OK
