Are you saying the original picture in my first post doesnt have a mines tune??
someone else mentioned, the rows of solder holes are where the chip would be soldered in... Although others like Rossco have said it is just reflashed?

Older style JECS mainboard (1994) either have sockets or need sockets to tell it to read the factory 27C1028 eeprom chip (or similar interleaved eeprom).
1999/2000 ECU's were the age of flash i'm lead to believe, you'll need to read the MCU and compare flash against a stock unit.
