The going rate for this turbo in power with a ej205 & My99 heads
218 KW - 220KW at the wheels 18lbs -20lbs
550 injectors

To put it simply, almost zero vacuum registered on the dyno which means valve timing is off. A simple listen to the engine even at idle is a dead give away, you can hear the mis-timing.

Even mentioned if there were cams on the car, did not get any info.

Another thing that can cause this is bent valves.

were the head faces machined ?
what thickness head gaskets are fitted ?
Did you get the cam shafts that are fitted to the heads verified what they are ?

Heads got pressures tested
Headgaskets are from subaru
Cams were same as what came with the car
