Mine did the exact same thing on my 99 WRX a few years ago. I changed the fuel pump and away I went. If your doing the pump you might as well upgrade to the walbro GSS-342. I bought mine off a seller called UDOGG for $145. If you don't trust ebay as there are china fakes out there just buy local and save yourself the stress. That seller was recommended on a web site I was reading and mine looked the real deal. It's installed but I have yet to try it. If I was to buy one again I would buy local just to be %100 sure.

Turn the key from off to the normal run position, not the start position.
You should (clearly) hear the pump (under back seat) run for 3 seconds. If not, start looking for electrical issues (relay & fuses first).

been at the drags all day so haven't had a chance to look at it, well that sound i mentioned befor is the only thing i could hear when trying to start the car and it was coming from the engine bay so ill say thats nothing to do with the pump. I'll try have a listen for the pump towards the back of the car in the morning but i doubt ill hear anything. How hard is it to remove the back seat and gain access to the top of the tank?

It's a 30 minute job to replace the pump. You don't even need to remove the seat. Just gain access through the boot and use the floding action on the rear seat to make it easy to work on. You pump is fucked for sure, just bust it out and replace with walbro GSS-342. It's a straight replacement and a much better quality pump. Rated to 500hp... If you turn the key and it's not making a noise rip it out dude!! Highly doubt it's an electrical fault.

I think like this. Everything working and cranking over as usual but not starting up first thing that would pop into my head is dead pump. Simple!!! Check for prime sound when turning the key to ignition, if nothing and still want to confirm it's the pump at fault. Check that there is power going to the pump when ignition is on (test light). If there is and pump still does not prime then definitely cactus pump. CAUTION!!! Don't smoke cigarettes, weed or crack when working with the open fuel tank.
