I'm going to assume you know what a rev limiter is and that your actually asking why you have no power for so long. i.e. Longer than when your stationary and banging off the limiter.

The stock ECU has two tables for the rev limiter, one is based on rpm and the other is boost. In the stock tune the rev limiter is engaged when you go over 7200 rpm. There are two conditions that need to be met before fuel can resume. You need to be below 7000 rpm and below something like 0.8 bar absolute(Manifold is in vacuum) before fuel resumes.

The time it takes for boost to drop after hitting the limiter is what is making you have no power for so long.
