Found it - Licensing interstate vehicles.
The rules change with 12 months proven continuous ownership of the interstate vehicle.

Qn: When about to handover hard-earned money over to interstate seller, what paperwork needs to be filled out? transfer vehicle ownership doesn't apply here does it? Do we do the transfer in the seller's state?
Car will be transferred unregistered and was told I'd only get a receipt of sale  When does stamp duty/transfer fee come into the equation? Found temporary movement permit link and price.

Get them to move the car as a Non-goer. Not to be driven !.
