Doesn't the gear ratio have to be as close to 1:1 when measuring torque? So a 6 speed STI should be in 5th gear, not 4th, when measuring output?

It most likely be derived torque (power/rpm). If I run 5th gear on wheel dyno will make the graph super responsive, as load up the car quicker, but give the car more load to early is not good the engine (knocking). Also u can alter dyno's ramp speed setting to boost up car earlier/later. Thats why u should only look at the gain not number.

Less the torque the more efficient engine is running. Look how much fuel V8 uses with large amount of torque, and how responsive vtec goes with little torque.
