sounds like she's not even getting that far is the problem, she needs to get into the boot menu first to be able to adjust settings

Everything I do (start in safe mode, launch last good start up config) etc leads back to the same error message and then subsequent blank screen.

My laptop battery has been running on empty since boxing day, could it possibly be a fried motherboard?

I've got contents insurance claim it on that

OK Just for shits and giggles, pull out your laptop battery, leave it out and start the computer with the charger plugged in.

I have seen fucked batteries do weird shit with bootup in the past.

Removed the battery about an hour ago. Startup repair has finally launched and diagnosis says

Root cause found:
Unspecified changes to system configuration might have caused the problem.

Repair action: system files integrity check and repair.
Result: failed. Error code = 0x570
Time taken = 277011 ms

1 start up recovery
2 system restore
3 windows complete pc restore
4 windows memory diagnostic tool
5 command prompt
6 Dell factory image restore

Go for option 6 but like I said, have a backup as it will delete all data and applications.
