Why do you not want to run AVCS? It makes a tremendous difference to driveability, especially with larger cams and ported heads. It is also not difficult to get working, provided you have a capacble ECU.

If you are not going to get any porting/headwork done and don't want AVCS then the v6 STi heads are about the best that you can get. MY00 wrx heads are the same casting as the STi (I believe) but they have smaller duration cams in them.

Is there anything wrong with running AVCS cams (After blocking all the oil holes) without AVCS?

I was tossing it up between STi AVCS cams and older STi cams, and the AVCS ones have higher lift with the same duration.

Don't block the oil holes. Leave everything as it is, just simply don't connect up the power to the AVCS solenoid, effectively running it at 0 advance. This then also gives you the possibility of hooking the AVCS up later on.

Are AVCS heads not running AVCS going to be better than non AVCS heads (too many AVCS's in that sentance )

If you can land your hands on a set of v8+ JDM heads then definetly.

no such thing as 2.5L Spec C, make sure you are getting what you pay for
I'm tempted at the idea of de-avcs'ing my heads, would be interested in any leftovers you might come across
